Paul P. Andrews

Paul Andrews is secretary general at the International Organization of Securities Commissions (IOSCO), where he is responsible for supporting the pursuit of the organization’s strategic objectives and leading the General Secretariat. Previously, he served as vice president and managing director of international affairs at the Financial Industry Regulatory Authority, where he directed the organization’s international engagements and worked closely with key regulators and regulatory bodies worldwide, including IOSCO. Mr. Andrews also worked in the Division of Market Regulation (now Trading and Markets) and the Office of the General Counsel at the US Securities and Exchange Commission, where he analyzed various legal and policy issues concerning the structure of securities markets, market intermediaries, and dispute resolution. In addition, he spent time in private legal practice in Washington, DC.

Carl R. Bacon, CIPM
Carl R. Bacon CIPM

Carl R. Bacon, CIPM, is chief advisor of StatPro Group plc and runs his own consultancy business, providing advice to asset managers on various risk and performance measurement issues. He is also founder of the Freedom Index Company. Mr. Bacon is a founding member of the Investment Performance Council and the Global Performance Presentation Standards Subcommittee and chair of the GIPS Executive Committee as well as a member of the advisory board of the Journal of Performance Measurement. He has served as chair of both the GIPS Interpretation Subcommittee and the Verification/Practitioner GIPS Subcommittee. Mr. Bacon is the author of Practical Performance Measurement & Attribution and Practical Risk-Adjusted Performance Measurement and editor of Advanced Portfolio Attribution Analysis. He holds a BSc in mathematics from Manchester University.

Gary Baker
Gary Baker CFA

Gary Baker joined CFA Institute as managing director for Europe, Middle East, and Africa (EMEA) in September 2016. Based in London, he aims to strengthen the voice of CFA Institute to institutions, member societies, universities, regulators, and institutional partners in the region. Mr. Baker is responsible for supporting CFA Institute policy development in EMEA, advancing the impact of advocacy efforts, and supporting EMEA member societies in delivering value to members and candidates. He also has a key focus on increasing charterholder commitment to continuing education.

Mr. Baker is responsible for advocacy and research functions across CFA Institute, incorporating financial reporting and ethics education, including the Financial Analysts Journal, the Future of Finance initiative and the Research Foundation.

He has been engaged in financial market investment research for the past 30 years with a highly successful track record in a wide range of sell-side strategic, analytic, and management roles. Mr. Baker previously worked at Merrill Lynch for 20 years in a number of global roles, including as managing director, chief European equity strategist, and most recently was deputy head of research with Jefferies in London. During his career, he has been a leader in country, regional, and global roles across Europe, Asia, Australia, and the United States.

Mr. Baker holds a master's degree in geography from Cambridge University and earned his CFA charter in 1997.

Paul Blandford
Paul Blandford

Paul Blandford is a managing director at ACA Performance Services, where he oversees the delivery of the firm’s GIPS Verification and Independent Performance Review solutions to investment managers in the United Kingdom and other European countries. He is a member of the CFA Institute GIPS Verification Subcommittee and the UK Investment Performance Committee, the UK country sponsor for the GIPS standards. Mr. Blandford has presented at numerous CFA Institute conferences and ACA GIPS events. Previously, he served as a senior manager and service leader for the UK GIPS practice at KPMG, where he supervised the firm’s GIPS engagements, ensured quality of delivery across all teams, and led the Global Centre of Excellence for the GIPS practice, responding to technical queries from GIPS teams globally. Mr. Blandford has also served as GIPS and controls reporting senior manager at PwC, where he co-led the firm’s GIPS practice in the United Kingdom and represented PwC as a member of the UK GIPS Verifiers’ Forum. He is a chartered accountant and has obtained first place in the ICAS Order of Merit. Mr. Blandford received a first-class honours degree in accounting and finance from the University of Warwick.

Bruce Feibel, CFA
Bruce J. Feibel CFA

Bruce J. Feibel, CFA, is head of product and strategy at State Street Global Exchange, a firm that provides data management, analytics, and front-to-back technology solutions to leading asset managers and asset owners globally. Previously, he served as head of performance and risk analytics for BNY Mellon Asset Management. Mr. Feibel has also developed products at BNY Mellon’s software subsidiary, Eagle Investment Systems. He is the author of Investment Performance Measurement and a co-author of Complying with the Global Investment Performance Standards. Mr. Feibel earned a BS in accounting from the University of Florida.

Margaret Franklin
Margaret Franklin CFA

Margaret Franklin, CFA, leads CFA Institute and its more than 170,000 members worldwide in promoting the highest standards of education, ethics, and professional excellence in the investment profession. She assumed her role in September 2019 and has more than 25 years of investment and wealth management experience.

Before joining CFA Institute, Ms. Franklin led International Wealth Management for North America and was president of BNY Mellon Wealth Management, Advisory Services in Canada. She also served as a board member of BNY Mellon Trust Company (Cayman). Margaret joined BNY Mellon in 2016.

Prior to joining BNY Mellon, Ms. Franklin held multiple senior management positions, including president of Marret Private Wealth and COO of Marret Asset Management, a credit and hedge fund asset manager in Toronto. During that six-year tenure, she had direct oversight of all aspects of the private wealth business. Prior to joining Marret, Margaret was a partner with KJ Harrison & Partners.

Ms. Franklin began her career in the institutional business and has worked with pension plans, endowments, foundations, and government agencies at State Street Global Advisors, Mercer, and Barclays Global Investors.

She previously served as chair of CFA Institute Board of Governors and is a former president of the CFA Society Toronto Board. Ms. Franklin is a founding member of the CFA Institute Women in Investment Initiative, a past recipient of the Alfred C. Morley Distinguished Service Award in 2014, and a member of its Future of Finance Content Council.

She is also a member of the Michael Garron Hospital Foundation Board. Ms. Franklin earned a Bachelor of Administration in Economics from McMaster University in Ontario. She is a CFA charterholder and a member of the CFA Society Toronto.

Sonia Gandhi CFA

Sonia Gandhi, CFA, is director of ethics education and professional standards at CFA Institute, where she leads the effort to develop, promote, and deliver educational content for CFA Institute members and investment professionals in the area of ethics and professional standards. She has spent over 20 years in the investment industry working with several global blue chip investment banks. Previously, Ms. Gandhi served as director of institutional equities at Deutsche Bank, where she was responsible for the firm's Asia-Pacific client base. She has also worked at JP Morgan, BNP Paribas, and Jardine Fleming in various roles, with responsibility for equity sales, capital market transactions, and global account management. In addition, Ms. Gandhi has served in various capacities as a volunteer for CFA Society India, most recently as a board director. She has conducted workshops for investment banks, asset managers, professional bodies, regulators, and finance students at numerous management institutes and universities across the globe.

Jacco Heemskerk
Jacco Heemskerk CFA

Jacco Heemskerk, CFA, is president of the board of CFA Society VBA Netherlands and head of investment at Willis Towers Watson Netherlands. He started his career at ABN AMRO Bank, where he held senior positions in its corporate and investment banking division. Mr. Heemskerk has also served as managing director and executive board member of the RBS Netherlands pension fund and chairman of the board of Cindu International Pension Fund. He is a non-executive board member of NV OMU, a real estate development company financing the redevelopment of obsolete industrial areas and offices, and vice chairman of the stakeholders’ body for RBS at Centraal Beheer APF. Mr. Heemskerk earned a master’s degree in economics from Erasmus University.

Anthony Howland
Anthony Howland

Anthony Howland is a director of the Freedom Index Company, a not-for-profit organization providing free, open, and independent indexes to the financial services community. His previous experience includes working as an independent consultant in London, New York, Hong Kong, and Tokyo and as a quantitative portfolio manager for Bankers Trust Investment Management. Mr. Howland serves as a director at Teknometry, a GIPS® service provider. Additionally, he is the founder of Performa, a company specializing in GIPS compliance, where he served as executive chairman until the company’s trade sale. Currently the chair of the GIPS Benchmark Working Group and a member of the UK Investment Performance Committee, Mr. Howland previously served on the Interpretations subcommittee, the Verification/Practitioner subcommittee and the Promotions and Awareness subcommittee. He holds a BSc in mathematics from Manchester University.

Beth Kaiser Schwartz
Beth Kaiser CFA, CIPM

Beth Kaiser, CFA, CIPM, is a director of investment performance standards at CFA Institute. She maintains the GIPS standards through management of the interpretations process, develops standards and guidance for such new technical areas as alternative strategies and risk, and works extensively with volunteer committees.

Vincent Kaufmann
Vincent Kaufmann

Vincent Kaufmann is the CEO of Ethos Foundation and Ethos Services. He is in charge of investments for Ethos Services, and he has previously served as a corporate governance analyst, senior and deputy head of corporate governance, and deputy CEO for the firm. Mr. Kaufmann participates in Ethos Services’ dialogue with the management of Swiss listed companies in the field of corporate governance and sustainability. He is a member of the supervisory board of the proxy voting consultant Proxinvest as a representative of Ethos Services, a shareholder of the firm. Mr. Kaufmann is also a member of the board of directors of Swiss Sustainable Finance. He is a Swiss certified Expert for Accounting and Controlling. Mr. Kaufmann earned a master’s degree in business economics from the University of Geneva.

Joe Kavanagh
Joe Kavanagh CFA

Joe Kavanagh, CFA, is head of performance measurement and risk analysis at KBI Global Investors, where he has worked for 30 years. He has managed the performance measurement department for 20 years and is responsible for the production of investment return analysis, attribution analysis, and market risk analysis. Mr. Kavanagh has served as president of CFA Society Ireland and is a consultant to CFA Institute with respect to the CIPM Program. He is a global leader in performance presentation standards and has worked in the governance structure of the GIPS standards for nearly a decade. Mr. Kavanagh is a member of the GIPS Technical Committee, which is responsible for the technical oversight of the GIPS standards.

Michael McMillan
Michael G. McMillan CFA

Michael G. McMillan, CFA, is director of ethics education and professional standards at CFA Institute. Previously, he was a professor of accounting and finance at the Johns Hopkins Carey Business School and the George Washington University School of Business. Dr. McMillan also served as a securities analyst and portfolio manager at Bailard, Biehl, and Kaiser and Merus Capital Management. Prior to joining CFA Institute, Dr. McMillan served in a variety of volunteer capacities; he was a member of the Council of Examiners for 10 years and a grader for the Level II and Level III CFA exams for 12 years. He also served as vice president and treasurer of CFA Society Washington, DC. Dr. McMillan is treasurer and a board member for the Alexandria Police Foundation and the Friends of Fort Dupont Ice Arena. He is on the Editorial Board of the Journal of Business Research and a member of the Society for Business Ethics. Dr. McMillan is a Certified Compliance and Ethics Professional (CCEP), a Chartered Investment Counselor (CIC), and a Certified Public Accountant (CPA). He earned a BA from the University Pennsylvania, an MBA from Stanford University, and a PhD in accounting and finance from George Washington University.

John Molesphini
John Molesphini

John Molesphini is global head of insights at eVestment, where he is part of the executive leadership team. He focuses on enhancing the relationship with leadership at client firms and discussing industry trends and eVestment’s data and analysis with broader client and industry audiences. Previously, Mr. Molesphini was global head of client success; in this role, he managed efforts to ensure that eVestment’s clients realize their full value and satisfaction with their subscriptions while having a positive client experience. In addition, he has served as the director of eVestment’s global sales specialist team, an omni specialist on the eVestment business development team, and vice president and manager of client service at eVestment. Mr. Molesphini also worked for a hedge fund and at INVESCO, most notably as a marketing support manager on the consultant database reporting team. He began his career as a financial adviser at Quick & Reilly.

Ann F. Putallaz, CIPM, is principal at AFP Consulting, LLC. Previously, she served as director of data and communication services at Munder Capital Management, where she headed the team responsible for performance and competitive analysis data, compliance with the GIPS standards, requests for proposals, and wrap/separately managed account portfolio management. Dr. Putallaz has also worked as a director of client and marketing services at Woodbridge Capital Portfolio Management and was a member of the economics faculty at the University of Michigan. Dr. Putallaz holds a BA in economics from Smith College and an MA and a PhD in economics from the University of Michigan.

Dimitri A. Senik, CFA

Dimitri A. Senik, CFA, leads the Investor Trust Services at PwC Switzerland. With more than 20 years of experience in this area, he provides assurance services to investment managers and investors with respect to investment process and associated controls, investment performance and risk management, GIPS compliance, and environmental, social, and governance investments. Mr. Senik is also a member of the Investment Committee of the pension funds of PwC Switzerland. He has been a long-standing volunteer with the GIPS standard-setting bodies and chairs the GIPS Technical Committee. Mr. Senik has also served as a member and chair of the GIPS Executive Committee. In addition, he is a member of the GIPS Expert Group of the Swiss Funds & Asset Management Association. Mr. Senik is a Chartered Certified Accountant and holds a degree in international economics.

Constantin Sorlescu

Constantin Sorlescu is director of professional standards at INREV, where he is responsible for overseeing the professional standards program and team, including the development and implementation of the INREV Guidelines. He serves as a lead project manager for the global standards convergence project in partnership with Asia-Pacific and US real estate industry bodies. Previously, Mr. Sorlescu served as a senior analyst/portfolio manager in fund management and financial planning at Prologis Europe. He has also held several positions in finance and banking, and he started his career in loan advisory at Citibank. Mr. Sorlescu is a professional member of the Royal Institution of Chartered Surveyors. He received his master’s degree, cum laude, in financial economics from Erasmus University Rotterdam and holds degrees in business and law studies.

Arin Stancil, CFA, CIPM
Arin Stancil CFA, CIPM

Arin Stancil, CFA, CIPM, is a managing director and principal at Guardian Performance Solutions LLC, a specialty compliance consulting firm established to help investment managers comply with the Global Investment Performance Standards (GIPS). He has been working with the GIPS standards for over 18 years and has extensive experience interpreting and applying them to almost any situation. Previously, Mr. Stancil served as a vice president and GIPS compliance manager for a global investment adviser, where he was responsible for maintaining the firm’s ongoing compliance with the GIPS standards. He has also served as a partner at an accounting firm specializing in GIPS compliance consultation and verification services, where he conducted and oversaw hundreds of GIPS verification projects for firms around the world of all sizes and levels of complexity. Mr. Stancil is a member of the GIPS Executive Committee, the body responsible for the strategic development, promotion, and implementation of the GIPS standards. He is a former member of the GIPS Standards United States Investment Performance Committee, the official local sponsoring organization for the GIPS standards in the United States.

David Terris, CIPM, is director, global industry standards, at CFA Institute. Previously, he worked for 10 years as a verifier, serving as a managing director at ACA Performance Services, LLC, and as a consultant at Vincent Performance Services LLC. Mr. Terris has also served as a fixed-income portfolio manager at Northwest Corporate FCU and as a senior portfolio strategist at USAA, where he worked on the asset management side of his prior firm’s pension plan. He earned a BBA in accounting from the University of Texas at San Antonio and an MBA in finance from St. Mary’s University.

Karyn D. Vincent, CFA, CIPM, is Head, Global Industry Standards at CFA Institute and GIPS Executive Director. Previously, she was managing partner for client services at ACA Performance Services. Ms. Vincent founded Vincent Performance Services LLC, which subsequently merged with ACA. She also served as the global practice leader for investment performance services at PricewaterhouseCoopers. Ms. Vincent also served on the GIPS Executive Committee, chaired the GIPS Technical Committee, GIPS Interpretations Subcommittee and the Verification/Practitioner Subcommittee, served on the CIPM® Advisory Council, and chaired the AIMR-PPS Implementation Committee. She co‐authored with Bruce J. Feibel Complying with the Global Investment Performance Standards (GIPS). Ms. Vincent holds a bachelor’s degree in accounting from the University of Massachusetts Dartmouth.
