GIPS® Executive and GIPS Technical Committees

GIPS Executive Committee

A global executive committee governs the GIPS® standards, promoting the adoption and implementation of a single investment performance standard. The GIPS Executive Committee ensures that the Standards remain effective, useful, and relevant in the investment industry, responding to new issues as they arise. The GIPS Executive Committee employs subcommittees to facilitate the involvement of all GIPS sponsors and key stakeholders in the ongoing oversight of the Standards.

From guiding firms in the implementation of the Standards, to working with GIPS sponsors, to educating investors, we provide guidance for all.

The mission of the GIPS Executive Committee is to promote ethics and integrity and instill trust through the use of the Global Investment Performance Standards by achieving universal demand for compliance by asset owners, adoption by asset managers, and support from regulators for the ultimate benefit of the global investment community. The GIPS standards evolve in response to investment industry changes; new Guidance Statements are constantly being created to help all parties understand how to remain in compliance.

The GIPS standards were created and are administered by CFA Institute, the global, not-for-profit association of investment professionals that awards the Chartered Financial Analyst (CFA) and Certificate in Investment Performance Measurement (CIPM) designations. The success of the GIPS standards is the result of an alliance among experts within the global investment industry and partnerships with GIPS sponsors.

Carl R. Bacon, CIPM, is chief advisor of StatPro Group plc and runs his own consultancy business, providing advice to asset managers on various risk and performance measurement issues. He is also founder of the Freedom Index Company. Mr. Bacon is a founding member of the Investment Performance Council and the Global Performance Presentation Standards Subcommittee and chair of the GIPS Executive Committee as well as a member of the advisory board of the Journal of Performance Measurement. He has served as chair of both the GIPS Interpretation Subcommittee and the Verification/Practitioner GIPS Subcommittee. Mr. Bacon is the author of Practical Performance Measurement & Attribution and Practical Risk-Adjusted Performance Measurement and editor of Advanced Portfolio Attribution Analysis. He holds a BSc in mathematics from Manchester University.

Justin S. Guthrie, CFA, is a partner at ACA Performance Services, a division of ACA Compliance Group. His primary responsibilities include serving as a partner on traditional and alternative GIPS verification engagements and overseeing the performance services division of ACA. He is also a member of ACA’s executive committee. Previously, Mr. Guthrie served as an auditor at Ernst & Young. He is a current member of the GIPS Executive Committee and has presented at numerous industry conferences and webinars on GIPS compliance, hedge fund and private equity performance reporting, and industry best practices. He is a co-author of “The Value of GIPS Compliance—2014 Manager and Consultant Survey.” A past president of CFA Society East Tennessee, Mr. Guthrie also served as a member of the United States Investment Performance Committee (USIPC), including two years as chair. He is a Certified Public Accountant. Mr. Guthrie holds a BS in accounting and a master’s degree in accounting from the University of Tennessee, Knoxville.

Dimitri A. Senik, CFA, leads the Investor Trust Services at PwC Switzerland. With more than 20 years of experience in this area, he provides assurance services to investment managers and investors with respect to investment process and associated controls, investment performance and risk management, GIPS compliance, and environmental, social, and governance investments. Mr. Senik is also a member of the Investment Committee of the pension funds of PwC Switzerland. He has been a long-standing volunteer with the GIPS standard-setting bodies and chairs the GIPS Technical Committee. Mr. Senik has also served as a member and chair of the GIPS Executive Committee. In addition, he is a member of the GIPS Expert Group of the Swiss Funds & Asset Management Association. Mr. Senik is a Chartered Certified Accountant and holds a degree in international economics.

Stefan J. Illmer

Stefan J. Illmer is managing director at Illmer Investment Performance Consulting AG. Previously, he was managing director and head of client reporting at Credit Suisse and was responsible for GIPS compliance at Credit Suisse Asset Management. Dr. Illmer has served as chair of the GIPS Executive Committee and chair of the GIPS Regional Investment Performance Committee for Europe, the Middle East, and Asia. Currently, he chairs the Investment Reporting Working Group and the experts group for GIPS at the Swiss Banking Association; he is also a member of the GIPS Interpretations Subcommittee. Dr. Illmer has written several articles on performance measurement and attribution, client reporting, and the GIPS standards.

Neil E. Riddles, CFA, CIPM, is the founder of Riddles Investment Consulting. Previously, he served as director of performance measurement at a large money manager and as chief operating officer, chief risk officer, and performance manager at another investment advisory firm. Mr. Riddles has also worked for a pension consulting firm and on the floor of the American Stock Exchange with an options market–making firm. He has served on various committees and subcommittees for the AIMR Performance Presentation Standards and GIPS standards. Mr. Riddles has also served as chairman of the GIPS Council and as a member of the GIPS Executive Committee. He serves on the Advisory Board of the Journal of Performance Measurement and is a past chairman of the CIPM Advisory Council.

Arin Stancil, CFA, CIPM, is a managing director and principal at Guardian Performance Solutions LLC, a specialty compliance consulting firm established to help investment managers comply with the Global Investment Performance Standards (GIPS). He has been working with the GIPS standards for over 18 years and has extensive experience interpreting and applying them to almost any situation. Previously, Mr. Stancil served as a vice president and GIPS compliance manager for a global investment adviser, where he was responsible for maintaining the firm’s ongoing compliance with the GIPS standards. He has also served as a partner at an accounting firm specializing in GIPS compliance consultation and verification services, where he conducted and oversaw hundreds of GIPS verification projects for firms around the world of all sizes and levels of complexity. Mr. Stancil is a member of the GIPS Executive Committee, the body responsible for the strategic development, promotion, and implementation of the GIPS standards. He is a former member of the GIPS Standards United States Investment Performance Committee, the official local sponsoring organization for the GIPS standards in the United States.

Karyn D. Vincent, CFA, CIPM, is Head, Global Industry Standards at CFA Institute and GIPS Executive Director. Previously, she was managing partner for client services at ACA Performance Services. Ms. Vincent founded Vincent Performance Services LLC, which subsequently merged with ACA. She also served as the global practice leader for investment performance services at PricewaterhouseCoopers. Ms. Vincent also served on the GIPS Executive Committee, chaired the GIPS Technical Committee, GIPS Interpretations Subcommittee and the Verification/Practitioner Subcommittee, served on the CIPM® Advisory Council, and chaired the AIMR-PPS Implementation Committee. She co‐authored with Bruce J. Feibel Complying with the Global Investment Performance Standards (GIPS). Ms. Vincent holds a bachelor’s degree in accounting from the University of Massachusetts Dartmouth.

GIPS Technical Committee

The Technical Committee is responsible for the technical oversight of the GIPS standards. The purpose of the Technical Committee (TC) is to review and issue Questions and Answers (Q&As), guidance, and interpretations of the GIPS standards that do not contain new requirements. The GIPS TC reports to the GIPS Executive Committee and oversees all the GIPS technical subcommittees and working groups.

Garvin K. Deokiesingh, CFA, is vice president, audit services, for Manulife Financial Canada and chair of the Canadian GIPS Council. Previously, he was associate partner at Deloitte, where he was national leader of the performance measurement and hedge fund practices. Mr. Deokiesingh is a member of the GIPS Interpretations Subcommittee, responsible for providing guidance to users and verifiers of the Standards. He has spent several years performing verifications of large asset managers in Canada and the U.S. and providing consultative support to organizations wishing to become compliant. Mr. Deokiesingh is a graduate of the University of Waterloo, Accounting Program.

Yoh Kuwabara, founder and principal of Uroboros Performance Consulting LLC, provides consultancy and advisory services on GIPS compliance and general performance measurement. He has been involved in investment performance standards for 20 years, including 13 years as a GIPS verifier, and currently serves as chair of the GIPS Interpretations Subcommittee and as a member of the GIPS Executive Committee, as well as chair of the Japanese GIPS Sponsor Investment Performance Committee. Mr. Kuwabara has worked for Taiyo Mutual Life, JP Morgan Investment Management, PricewaterhouseCoopers, and Ernst & Young. He received a bachelor’s degree in mathematics from Kyoto University.

Kate Misic, CFA, is head of alternative investments at Telstra Super Pty Ltd, an Australian corporate superannuation fund with over 95,000 members. She is responsible for the hedge fund and private markets programs. Ms. Misic has more than 17 years of experience in investment manager research and performance analysis. Previously, she was senior portfolio analyst for the Australian equities funds at Warakirri. Ms. Misic has also worked at Frontier Investment Consulting, a leading asset consultant, and Wilshire Associates, a private equity specialist. She has served as president of CFA Society Melbourne. Ms. Misic earned a bachelor of science at the Australian National University and a graduate diploma of applied finance and investment from FINSIA.

Hans G. Pieper is managing director at Deutsche Performancemessungs-Gesellschaft für Wertpapierportfolios mbH, where he is responsible for performance and risk controlling for asset managers as well as for institutional asset owners. Previously, he was responsible for setting up the asset management controlling at Sal. Oppenheim. Mr. Pieper is a founding member of the Committee IPS (Investment Performance Standards) of the German sponsor of the GIPS standards, the GAMSC (German Asset Management Standards Committee). He is a member of the Interpretations Subcommittee. Mr. Pieper holds a degree in economics from the University of Bamberg.

Damian Regan is PwC’s Middle Eastern trust and transparency solutions leader. He assists clients in their identification, collation, and presentation of information to external stakeholders. A key area of focus for Mr. Regan is helping clients interpret the GIPS standards guidance statements and providing GIPS standards verification. He has over 20 years of experience working with financial service clients in London and across Europe. Mr. Regan has worked with many asset managers, including traditional asset management houses presenting their investment track records in marketing documents; with private equity and real estate houses, attesting the construction of investment track records for fundraising documents; and with sovereign wealth funds, family firms, and asset owners in their calculation and presentation of internal investment information. He is the chair the CFA Institute GIPS Standards Verification Subcommittee, is a member of the CFA Institute GIPS Standards Technical Committee, and is a former member of the CFA Institute GIPS Standards Promotion & Awareness Subcommittee.
